Groningen Declaration's Executive Committee continues to extend invitations to qualified Higher Education Institutions (HEIs) and HEI consortia as signatories, to complement GDN's current list. These organizations signed the Groningen Declaration during the Annual Meeting in Cape Town:

- CSC - IT Center for Science Ltd., Finland
- Erasmus Without Paper Project (EWP), Europe
- European University Foundation (EUF), Luxembourg
- Funds Verification for International Education (FundsV), United States (recently acquired by INTCAS, United Kingdom)
- Higher Education Degree Datacheck (HEDD), United Kingdom
- International Technological University (ITU), United States
- Norwegian Agency for Quality Assurance in Education (NOKUT), Norway
- Santander Group of Universities (SGroup), Spain
- Swedish Council for Higher Education (UHR), Sweden
- Universities New Zealand, New Zealand
- Verifdiploma, France
At the time of writing, the GDN's Executive Committee is considering an option for qualified organizations to "sign" the Declaration at any time throughout the year. The Annual Meeting will continue as the venue where
new signatories attend in person, to participate in the symbolic signing ceremony.
